中鋼昨（2）日舉行集團新春團拜活動，董事長翁朝棟除感謝所有同仁的努力，讓公司去年繳出漂亮成績單，並提出做好接班傳承、專注本業、提升集團綜效、導入循環經濟，落實爐石資源化及注入溫暖人情味等今年五大努力方向，期勉同仁再接再勵，創造金雞年新的佳績。

中鋼昨日上假小港廠區明邦廳舉行團拜，翁朝棟、總經理劉季剛、中鋼企業工會理事長魏肇津、一級主管及子公司負責人等參加。翁朝棟致詞表示，去年在全體同仁努力下，自結合併稅前淨利218.99億、年增130％，營業利益也大幅成長213％，繳出亮麗成績單。

展望今年，翁朝棟表示，今年鋼市可望呈現「金雞報喜好運來」，審慎樂觀看待鋼鐵景氣，但因全球仍有一些不確定變數，如美國新經濟政策變化、英國脫歐影響及德法大選結果，相信中鋼同仁仍會面對挑戰，強調只要「努力在，信心就在，信心在，成功就在」。

翁朝棟並提出今年五大方向，包括一、做好接班傳承。其次專注本業。聚焦技術提升、降低成本、做好通路布建工作。第三、設法提高集團綜效。集團已有工程、工業技術、物流貿易及投資服務等事業群，未來需提高綜合效益。第四、導入循環經濟，落實爐石資源化，將爐石汙名化導正，證明爐石是優質產品可再利用。第五、注入溫暖的人情味，大家要彼此關心照顧。

劉季剛則對於去年及今年的鋼市各提出六字箴言，他表示，去年是「靈猴散、正反撥」，有否極泰來的意思，今年則是「金雞啼，天下曉」，即今年發展仍可期待。他強調，去年正常品的銷售量達到1,113萬公噸，較前年增加160萬公噸，年增16％以上，是一個傲人的成績，也是互相整合的努力成果。

Uber今天宣布與中華民國計程車駕駛員工會全國聯合會攜手合作，率先於 2月在台北地區推出uberTAXI服務，但原本的菁英優步和尊榮優步也會持續。對此，交通部表示，Uber派遣自用車載客仍是違法，最快年後就會被勒令歇業。

Uber今天上午表示，在過去4年之間，Uber推出菁英優步、尊榮優步與關懷優步乘車服務，讓台灣民眾有多種不同的選擇；今年2月，Uber即將於台灣推出uberTAXI，為Uber平台增加多一個選項，乘客未來可以透過Uber App呼叫計程車，享受安全保障、優質、可靠的行程服務。

對此，交通部下午指出，如果Uber只是提供一個資訊平台和空間給民眾使用，沒有對價關係，沒有收取平台費用，也沒有經手車資的金流交易，應該就沒有違法，但如果有經手金流並與司機有對價關係，就必須申請登記為計程車客運服務業。

過去《公路法》針對Uber違法的採用「停業」，但與《公司法》中的「歇業」用詞上不同，經修法已經改為「歇業」，後續執行裁處將沒有爭議。

交通部說，樂見Uber和合法計程車駕駛合作，但非法派遣自用車載客的部分還是要停，該部強制取締立場不變；當第一張裁處書罰單開出後，罰單上也將通知Uber勒令歇業。而根據公路總局日前表示，第一張罰單最快於春節後的2月2日寄出。
